Project Overview

Halfway River Frost LP is delivering right-of-way clearing, access-road construction, civil works, construction support, and final reclamation for the CS-N5 transmission-line component of the Aspen Point Program in northeastern British Columbia.

Working with Valard Construction, HRFL is supporting approximately 30 kilometres of new 230 kV overhead transmission infrastructure through a varied northern landscape that includes Crown and private lands, steep terrain, wetlands, watercourses, agricultural areas, existing pipelines, and established road networks.

The project has included more than 96 hectares of right-of-way clearing, over 100 hectares of grubbing and mulching, and approximately 26.5 kilometres of permanent and temporary access-road construction. As transmission-line construction progresses toward completion, HRFL’s scope has transitioned into road completion, drainage improvements, dewatering, erosion and sediment control, and final reclamation.

The project includes a broad range of clearing, civil construction, access development, environmental management, construction support, and reclamation activities across the CS-N5 transmission corridor.

Halfway River Frost LP completed approximately 96.2 hectares of right-of-way clearing across a range of terrain, vegetation types, land uses, and environmental conditions.

The clearing program included brush removal, hand clearing, heavy mechanical clearing, and specialized clearing within environmentally sensitive areas. Frost crews worked within defined construction boundaries while coordinating around private property, wetlands, riparian zones, existing infrastructure, and other site-specific constraints.

Following clearing, HRFL completed more than 100 hectares of grubbing and mulching to prepare the transmission corridor and construction work areas for subsequent civil and transmission-line activities. The work also included timber management, additional landowner commitments, debris cleanup, and line-sweep activities as project requirements evolved.

Access development is a critical component of the CS-N5 project, providing safe and reliable routes for personnel, heavy equipment, materials, and transmission-line construction activities.

HRFL constructed approximately 26.5 kilometres of permanent and temporary project access, including 7.36 km of Class A permanent access road, 1.73 km of Class B permanent two-track access, and 17.38 km of Class C temporary access road.

Access construction has included culverts, drainage features, structure-specific and off-right-of-way accesses, pad construction, laydown-area improvements, a temporary snow bridge, shoefly access, and upgrades to existing routes. Throughout construction, HRFL has maintained these systems through changing ground and weather conditions using grading, drainage management, surface repairs, snow clearing, sanding, and coordination around existing infrastructure and project traffic.

Halfway River Frost LP is a First Nation-owned industrial services company with extensive experience delivering civil construction, forestry, clearing, access, and infrastructure work throughout northeastern British Columbia.

The CS-N5 project provides employment, training, and capacity-building opportunities while supporting major infrastructure development within and around Halfway River First Nation’s traditional territory. At peak construction, HRFL has coordinated up to 150 employees and subcontractors across clearing, civil construction, access development, project management, safety, environmental, equipment, and support functions.
